NEW INFORMATION ABOUT REPORTING AND PAYING 911 SURCHARGES IN SOUTH DAKOTA

All businesses selling prepaid wireless services, telecommunications services, wireless services, or Voice Over Internet Protocol (VOIP) services must register with the South Dakota Department of Revenue.  The 911 Surcharges are reported and paid directly to the Department of Revenue by using SD EPath.  Click here to learn more about 911 emergency surcharge registration and creating an EPath account.


The South Dakota 9-1-1 Program provides local governments in South Dakota with assistance in implementing 9-1-1 emergency telephone systems in their area by addressing statewide issues common to all 9-1-1 systems and providing the information and guidance needed by the local jurisdictions to make their endeavor successful.

History of 9-1-1 in South Dakota

In February 2008, South Dakota Governor M. Michael Rounds signed into law an act to revise certain provisions regarding collection and administration of the 911 emergency surcharge and operation of 911 services. The act updates SDCL 34-45 and accomplishes the following:

  • Requires all public safety answering points (PSAPs) in South Dakota to provide enhanced 911 service by July 1, 2010;
  • Creates the South Dakota 911 Coordination Board and gives the board rule-making authority to set standards for the operation of PSAPs;
  • Updates 911 statutes to include new and emerging communications technology; and
  • Provides for a surcharge on pre-paid wireless services
