Emergency Management

Volunteer Organizations Active in Disaster (VOAD)

The VOAD consists of organizations active in disaster response and recovery throughout the state of South Dakota.  The South Dakota Voluntary Agency Liaison (VAL) coordinates response and recovery efforts between the Office of Emergency Management and SD VOAD to foster effective service to the people of South Dakota affected by disaster through:

  • Communication
  • Coordination
  • Cooperation
  • Collaboration
  • Outreach
  • Advocacy

The SD VOAD also works with Non-Government Organizations and private industry partners to offer assistance to individuals trying to rebuild their lives following a disaster.  SD VOAD is not intended to be a competing agency but an umbrella organization of existing agencies who maintains their own identity and independence to improve services and eliminate duplication of services.  The SD VAL and SD VOAD members are involved from first response through final recovery.  Individuals, families, and communities affected by disaster may receive assistance from a variety of organizations to include (but not limited to) temporary shelter, food, pet housing, or debris clean up.

The SD VAL works closely with the Federal Emergency Management Agency (FEMA) to prevent duplication of effort and to promote effective distribution of resources in time of emergency.
