South Dakota is a sparsely = populated state=20 holding 781,919 residents in over 77,116 square miles. South = Dakota=20 averages 10.14 persons/square mile. South Dakota is a rural state. = It=20 contains 2 major population centers, Sioux Falls and Rapid City, = which=20 contain 25% of South Dakota=E2=80=99s population. Within South = Dakota there are 9=20 Native American Reservations: Standing Rock, Cheyenne River, Crow = Creek,=20 Lower Brule, Sisseton-Wahpeton, Yankton, Oglala, Rosebud, and the = Santee.=20 South Dakota is bordered by six states; North Dakota, Minnesota, = Iowa,=20 Nebraska, Wyoming, and Montana. South Dakota has identified over = 3,300=20 critical infrastructure sites associated within 15 of the US = DHS=E2=80=99s CI/KR=20 Sectors. In South Dakota, the Missouri River is impounded by four = large=20 dams. Oahe Dam, near Pierre, is one of the largest rolled earthen = dams in=20 the world. There are approximately 1,839 miles of operating rail = lines in=20 South Dakota. The top three industries in South Dakota are = agriculture,=20 manufacturing, and financial services. The Burlington Northern = Santa Fe=20 rail operations have afforded South Dakota shippers access to an=20 integrated national and international transportation system. The = Dakota,=20 Minnesota & Eastern rail operates the only east-west rail = corridor=20 across South Dakota. Ellsworth Air Force Base is also located in = South=20 Dakota. Ellsworth is home to the 28th Bomb Wing and the B-1B = Lancer=20 aircraft. Two major Interstate systems intersect in Sioux Falls, = I-90 and=20 I-29. Although South Dakota is largely an agricultural state the = financial=20 services sector has grown in recent years. Sioux Falls, our = largest city,=20 is ranked 9th of the Top 20 Financial Service Industry Clusters in = the=20 nation. South Dakota is the land of infinite variety. South Dakota = has=20 been devastated by wildfire, drought, floods, and winter/severe = storms.=20 The severity of and damage caused by these natural hazards = prompted 12=20 Presidential Disaster declarations and have caused over $100 = million=20 dollars worth of damage. South Dakota=E2=80=99s Hazard Mitigation = Plan identifies=20 13 specific hazards, 8 of which occur annually. The most notable = is=20 flooding which has caused over $46 million in damage. Equally as = dangerous=20 and costly are winter storms totaling over $36 million in=20 damage.

Management = &=20 Administrative Costs

States,=20 territories and Urban Areas must provide a brief overall summary = of=20 planned management and administrative (M&A) expenditures that = support=20 the implementation of the Investments proposed in this Investment=20 Justification. (2,500 char. max)

South Dakota will utilize = management and=20 administrative funds at the state, tribal, and local level. These = funds=20 will be used to pay salaries and benefits of those employees = responsible=20 for the implementation, management, and administration of the = Homeland=20 Security Grant Program. At the state level no additional staff = will be=20 added to complete these investments. This funding allows South = Dakota to=20 retain key staff to effectively implement NIMS at the State, = tribal, and=20 local level. The state currently employs three full time employees = using=20 administrative funds from the Homeland Security Grant Program. At = the=20 local and tribal levels, two full time employees, two part time = employees,=20 and one part time contractor are employed using management and=20 administrative funds from this grant program. The remaining four = regional=20 jurisdictions and seven tribes implemented this grant program = utilizing=20 existing staff. This allows them to increase the amount of funding = in=20 other areas like equipment, training, and exercises. The = management and=20 administrative funding provided by this investment provides = funding=20 necessary to implement the investments in this application. This = funding=20 will be used to assist with the management of the State Homeland = Security=20 Program and Citizen Corps Program. It will also help us comply = with=20 reporting and data collection requirements. Management and = administrative=20 funds will also be used for overtime and backfill costs, travel, = and=20 meeting related expenses. In addition, this funding will be used = to pay=20 reoccurring expenses associated with the offices landline phones, = cell=20 phones, satellite phones and = faxes.

Project=20 Management

Describe = the=20 management team's roles and responsibilities, governance = structures, and=20 subject matter expertise specifically required for all of the = Investments=20 included in this Investment Justification. (5,000 char.=20 max)

South Dakota project management is = facilitated at a regional level. At a minimum 80% of all funds = will be=20 distributed to local jurisdictions using South Dakota's existing = regional=20 concept. The regional concept groups anywhere from 7-15 counties = together.=20 Together these counties form homeland security regions. The = counties=20 within the regions work together to accomplish the investments in = this=20 application. This provides the state with a manageable span of = control=20 over its grant sub-recipients. The management team is responsible = for the=20 overall oversight of the grant program and ensures the expenditure = of=20 grant funds is completed in accordance with the Federal grant = guidance.=20 The management team is also responsible for awarding funds to the = local=20 regions in South Dakota. Once the official grant award amount is=20 determined by the Federal Government and communicated to the SAA, = the SAA=20 and his staff convene a meeting of the Homeland Security Senior = Advisory=20 Committee. Based on the awarded amount the committee finalizes = which=20 investments will be completed. Following the meeting of the = committee=20 funds are awarded to local jurisdictions using the previously = mentioned=20 regional concept. In order to expend the funds the regions must = first=20 submit their planning documentation, signed reimbursement = agreement, and=20 detailed budget worksheets. The detailed budget worksheets are = used to=20 accurately track costs as the investments are completed. Once = these items=20 are received the regions are allowed to implement projects. This = is the=20 third year this process has been in place and it is working = remarkably=20 well. The subject matter expertise required for investment = planning and=20 management is derived the law enforcement experience and emergency = management experience within our = staff.

This investment provides the = funding=20 necessary to implement the next phase of our migration to an open = standard=20 P25 compliant system. In order to complete the migration to the = open=20 standard system all those currently operating on the proprietary = system=20 must upgrade existing and/or purchase new radios and our Digital = Radio=20 Network must be upgraded to the SmartX system.

The funding = provided from this investment will be used to upgrade our Digital = Radio=20 Network, increase coverage capacity, as well as to purchase = approximately=20 3000 new radios to be used on the open standard P25 compliant = digital=20 trunked system. These new radios will be capable of operating on = both the=20 legacy system and new open standard = system.

Provide = a=20 description of the current state of this Investment, its = objectives, and=20 any accomplishments that will be completed prior to the = application=20 of FY 2009 HSGP funds. This investment is a continuation = of the=20 FFY 2008 HSGP Investment: Sustain/Enhance Interoperable = Communications. In=20 addition this investment is also a continuation of the FFY 2007 = PSIC=20 Investment: P25 Radio Upgrade. In the two previous year=E2=80=99s = programs, South=20 Dakota did not receive adequate funding to complete the projects. = In order=20 to effectively complete our migration to an open standard P25 = compliant=20 digital radio system South Dakota utilizes state and local general = funds,=20 multiple grant sources from multiple years, and private sector=20 partnerships to accomplish our goals.

This investment will = allow=20 our first responders and other stakeholders to operate on an open = standard=20 P25 communications system and it will allow us to begin the = migration to a=20 fully P25 compliant system. The radios we currently own operate on = a=20 proprietary network and many are not capable of being upgraded. In = order=20 to complete this transition to the open standard system we must = purchase=20 radios capable of operating on the legacy system and the new = system, as=20 well as upgrade our current Digital Radio = Network.

Approximately=20 14,000 radios are currently in use on the statewide interoperable=20 communications network. This network includes stakeholders from = multiple=20 disciplines from federal, state, tribal, and local levels = government. In=20 addition it also includes volunteer organizations and = non-governmental=20 organizations. Through previous programs and state and local = general funds=20 South Dakota has been able to replace approximately 5,500 radios. = This=20 investment provides enough funding to replace approximately 1,000 = more=20 radios or to complete the upgrade to the digital radio network. = Additional=20 funding sources and the FFY 2010 homeland security grant program = will be=20 utilized to complete the project.

The background work for = this=20 investment has already been completed. Plans and proposals for the = system=20 upgrade as well as radio models and vendors have been identified.=20 Purchasing agreements, maintenance contracts, and programming has = been=20 identified. This investment simply needs funding in order to move = forward.=20

This investment was chosen over others primarily because = it is an=20 ongoing project. In addition it is vital for all first responders = and=20 service providers to operate on a common system. In order to meet = the goal=20 of total interoperability this investment and project was chosen = over=20 others.

II. Strategy - Investment #1 =

II.A. - = Strategy -=20 State Preparedness Report

Explain = how this=20 Investment supports Initiatives in the State Preparedness Report. = Please=20 reference relevant page numbers in the State Preparedness Report. = (Part of=20 overall Investment 15,000 char. max)

This investment supports = initiatives in=20 the South Dakota State Preparedness Report. It specifically = addresses=20 Initiative 2: Enhance interoperable communication capabilities = within=20 National Priority 5: Strengthen Communication Capabilities. This=20 initiative is detailed on pg 16 of the report. It calls for system = equipment and subscriber units to be upgraded in preparation for = the=20 migration to a P25 open standard communications system. Also = located on pg=20 16 of the report is an initiative to upgrade the communications=20 infrastructure to an open standard system. The equipment purchased = by this=20 investment partially fulfills initiative 2. Additional funding is = required=20 to complete the initiative.

This investment also supports = the=20 initiatives identified on pgs 57 and 58 of the South Dakota State=20 Preparedness Report. These initiatives are related to the = equipping of the=20 regional all hazards Incident Management Assistance Teams. This = initiative=20 includes equipping teams in order to provide an effective = statewide=20 response. This investment provides the necessary communications = equipment=20 to our four all hazards incident management assistance teams. With = this=20 equipment the teams will be able communicate with local = responders, local=20 EOC's, and the state EOC.

Our first three-year target for=20 initiative 2 is to upgrade the digital radio network and second, = upgrade=20 all subscriber equipment to be P25 trunking capable. This is = identified on=20 pg 34 of the report. The equipment purchased by this investment = partially=20 fulfills initiative 2. Additional funding is required to complete = the=20 initiative.

This investment supports the first target = located on=20 pg 25 of the report. The target description is to equip four type = III=20 incident management assistance teams. In order to effectively = provide=20 assistance to an incident the teams must have appropriate = communications=20 capability. This investment provides the necessary funding to = equip all=20 four teams with the necessary communications equipment. Equipping = the four=20 teams is again described on pg 57 of the South Dakota State = Preparedness=20 Report.

In addition, this investment also conforms to the=20 objectives and targets of the South Dakota Communications = Interoperability=20 Plan approved by the US Department of Homeland Security in=20 2008.

II.B. - = Strategy -=20 Homeland Security Strategy goals and objectives

The South Dakota Homeland = Security vision=20 outlined in the Strategy is to make South Dakota a safer place to = live,=20 work, visit, and raise a family. To move forward with this vision, = South=20 Dakota will ensure that its jurisdictions can detect, deter, = mitigate,=20 respond to, and recover from a natural or manmade disaster (pg 1). = This=20 investment provides the necessary communications equipment to = carry out=20 the vision identified by the strategy.

The focus of the = strategy=20 includes the national priority to strengthen communication = capabilities=20 (pg 4). Also included in the focus is the identification for = additional=20 radios by local and regional responders (pg 4). The radios and = network=20 upgrades procured by this investment will be used by local and = regional=20 responders to provide the most effective response possible.=20

Specifically, this investment addresses the Digital Radio = System=20 and first responder equipment needs in order to meet the goal and=20 objectives in the State=E2=80=99s Homeland Security Strategy,=20 including:

Goal: To ensure all jurisdictions within South = Dakota=20 can detect, deter, mitigate, respond to, and recover from a = natural or man=20 made disaster (pg 15). In order to do these things first = responders and=20 service providers at all levels must be able to communicate. This = purchase=20 of system upgrades and radios will maintain their ability to = communicate=20 across jurisdictional and discipline boundaries in times of = emergency and=20 pre-planned events.

Objective: Enhance interoperable = communication=20 capabilities used by all stakeholders in South Dakota (pg = 16).
This=20 investment supports the goal of enhancing interoperable = communication=20 capabilities used by all stakeholders in South Dakota. In order = for new=20 users to use the system they must have equipment which is = compatible with=20 the system. This requires the purchase of new radios. To maintain = the=20 current users we must also replace several pieces of existing = equipment.=20

Step: Conduct and analyze communication towers, repeaters, = and=20 other communication equipment needs and identify standards (pg = 16). In=20 order for this system to be successful and utilized by all first = responder=20 and service agencies in South Dakota we must purchase additional = equipment=20 to provide access to the system.

Objective: Identify = training and=20 exercises needs to ensure communication equipment can be properly = used=20 during an event (pg 17). Multi-discipline/jurisdictional exercises = are=20 conducted on a regular basis in South Dakota in order to prepare = for an=20 actual incident. These exercises play a key role in identifying = gaps or=20 weaknesses in the State Radio System. New users receive training = on the=20 system prior to use and current users receive refresher training=20 annually.

The South Dakota Digital Radio = System=20 provides agencies at all levels of government throughout the state = the=20 ability to communicate wirelessly. The system provides intra/inter = agency=20 operability and is used by public safety agencies and service = agencies to=20 ensure a continuous flow of critical information among=20 multi-jurisdictional/disciplinary first responders, command posts, = and=20 EOC's for the duration of the response operation in compliance = with the=20 National Incident Management System.

Equipment Summary: The = funding=20 provided by this investment will be used to upgrade the digital radio = network=20 and purchase up to 1,000 digital radios. These radios will be capable of = operating on the legacy system and the new open standard P25 compliant = system.=20 This investment will help complete the infrastructure subscriber = upgrades=20 required to sustain interoperable communications in South=20 Dakota.

Training Summary: The training funds will be = utilized to provide initial training to new users. They will also be = used to=20 provide refresher training to existing users. The funds will pay for = instructor=20 fees, training aides, and other allowable training costs. These funds = will also=20 be used to pay backfill and overtime for system users and operators to = attend=20 appropriate approved training.

Exercises Summary: = The=20 exercise funds will be used to conduct tabletop, functional, and = full-scale=20 exercises specifically relating to the communication system. These = exercises=20 will be multi-jurisdictional and multi-discipline in scope and = participation.=20 The primary focus of these funds would be to ensure these participating = agencies=20 are able communicate no matter what the incident. These exercises also = help=20 identify gaps or shortfalls in the system.

III.C. - = Challenge=20 Mitigation

Explain = how the=20 management team described in the Overall section will mitigate = challenges=20 and ensure that the expected accomplishments and milestones for = this=20 Investment will be achieved within the three year, FY 2009 HSGP = period of=20 performance. (Part of overall Investment 15,000 char.=20 max)

To mitigate the first challenge, = the=20 management team is actively promoting the upgrade of the digital = radio=20 network through interviews with local newspapers, face-to-face = meetings=20 with local first responders and county commissioners as well as = attending=20 regional meetings with other local stakeholders. We anticipate = once the=20 face-to-face meetings are finished, local participation in the = project=20 will be high. In an attempt to mitigate the second challenge of = recruiting=20 new users to the system, the management team has been and will = continue to=20 discuss many of the problems that have been fixed and the many = success=20 stories from those entities that recently joined the digital radio = network. Lastly, to ensure all agencies complete the training, our = department of Homeland Security will work closely with our Bureau = of=20 Information Technology and local stakeholders to ensure the proper = number=20 of training sessions will be provided at times and locations = convenient=20 for the local = users.

IV. Impact - Investment #1=20

IV.A. - = Impact on=20 Identified Risk

All jurisdictions will have full=20 communications interoperability and the ability to operate on the = State=20 Radio system by the end of the FY 2009 HSGP period of performance. = The=20 equipment upgrades and the radios purchased by this investment = will be=20 used in day to day operations as well as complex incidents.=20

Testing the communications system and user's ability to = operate=20 the system through exercises help identify gaps in training, = technology,=20 and coverage. At a minimum 3 exercises will be completed and any=20 shortfalls will be identified and corrected through After Action = Reviews=20 and Corrective Action Plans. The training program ensures users = are=20 provided with the most up to date information and knowledge to = operate on=20 the system.

The ultimate outcome of this investment is to = ensure a=20 continuous flow of critical information is maintained as needed = among=20 multi-jurisdictional and multi-disciplinary emergency responders, = command=20 posts, agencies, and the government officials for the duration of = the=20 emergency response operation in compliance with the National = Incident=20 Management System (NIMS).
This investment affects every = community in=20 South Dakota as well as every public safety agency. It also has a = great=20 impact on public safety support agencies and stakeholders = throughout the=20 state.

Outcomes indicating success:
--Digital radio = network=20 upgraded to the SmartX system
--Up to 1,000 radios purchased = for the=20 state, tribal, and local agencies
--60% of all = agencies/stakeholders=20 are prepared to make the migration to the new P-25 trunked system. =

Impacts:

--Stakeholders = will=20 have the latest technological advances installed in their radios = enabling=20 them to stay in service for several additional years. This will = greatly=20 reduce the amount of funding necessary to sustain operations.=20
--Multi-jurisdictional and multi-discipline communications = will=20 continue throughout South Dakota.

Evaluation of = outcomes:
--The=20 South Dakota Bureau of Information and Telecommunication has the = ability=20 to monitor all radios operating on the network. Reports can be = generated=20 by make, model, and jurisdiction to determine which radios are = operating=20 on the network.
--Upon completion of the newly purchased = radios the=20 bureau will make a report to the SD Public Safety Communications = Council=20 regarding the status of the project. This report will provide = information=20 to more accurately define a migration to the new open standard P25 = compliant system.
--Progress reports on the radio purchases = will be=20 provided to the SDPSCC, SD Legislature, and the SD Homeland = Security=20 Senior Advisory Committee.

IV.B. -=20 Sustainability

South Dakota is committed to = sustaining=20 interoperable communications. This is evident by the state's = continued=20 investment in this project which to date exceeds $52 million. The = state=20 supports the interoperable communications system every year with = its own=20 tax dollars. The use of Homeland Security Grant Program dollars = expedites=20 the enhancement and development of the system.

South = Dakota will=20 continue to leverage funds from its General Fund, Homeland = Security Grant=20 Program, and other applicable sources as they are available. In = addition=20 to the state's investment many local jurisdictions have spent = hundreds of=20 thousands of dollars to enhance the statewide interoperable = communications=20 system. South Dakota is at the forefront of interoperable = communications=20 and we do not foresee that changing.

To ensure the state=20 interoperable communications system is sustained the state = continues to=20 support the majority of costs with its own tax dollars and relies = on grant=20 funds to further expand the program beyond the State's = capabilities.=20

Also important to note is the fact the Governor of South = Dakota=20 recently signed an executive order establishing the Public Safety=20 Communications Council. This council is overarching for all = communications=20 issues and advises the Governor on communications related issues. = The=20 Statewide Communications Interoperability Team works very closely = with the=20 Public Safety Communications Council to ensure all facets of=20 communications are covered. The commitment from the State of South = Dakota=20 to ensure communications interoperability begins with Governor and = continues down to the smallest jurisdiction in the = State.

In=20 addition to the commitment from state, tribal, and local = government the=20 following will also assist in sustaining this investment in South=20 Dakota.

o Newly purchased equipment includes a limited = warranty and=20 applicable upgrades for two years.

o Newly purchased = equipment=20 will be maintained by the receiving party with non-federal funds.=20

o System knowledge and usage is monitored constantly. This = enables=20 us to adapt our training mechanism to reflect technological = changes and=20 user adaptability.

o Homeland Security and COPS funding = may be=20 used in future years to expand both subscriber and infrastructure=20 equipment. Additionally, local and state partners may utilize a = portion of=20 their own, non-federal, funds as they are available.

o = This=20 investment has limited additional personnel requirements. =

o This=20 investment is directly supports the upgrade of the P-25 open = standard=20 trunking system to be completed in subsequent years.

o = Upon=20 completion of the entire radio upgrade the system will be ready = for the=20 infrastructure upgrade to an open standard P-25 system. Once this=20 infrastructure upgrade is complete our system will be an open = standard=20 system greatly reducing subscriber unit costs. This investment will also provide equipment for first = responders=20 to respond to and mitigate IED/CBRNE related attacks. It will = secure=20 funding to conduct necessary training and exercises. It will also = provide=20 planning funds so plans may be updated following training and = exercises.=20 It will assist state, tribal, and local jurisdictions in their=20 implementation of the automated critical asset management system = (ACAMS).=20 In addition, this investment will provide the necessary funding to = update=20 and establish new memorandums of understanding for regional = response=20 teams.

I.C. - = Baseline -=20 Description

Overall this investment is a = continuation=20 investment. Because South Dakota=E2=80=99s funding was the minimum = amount for the=20 last several years we have been unable to implement all = investments from=20 previous grant periods. This investment will provide funding to = maintain=20 and in some cases establish a baseline capability to provide an = effective=20 response in South Dakota. It will also provide funding to secure = Tier II=20 and other critical infrastructure sites not identified as buffer = zone=20 sites.

The protection of critical infrastructure is more = than=20 target hardening and devaluation. It must include response = capabilities=20 for all first responders. We have three bomb response teams in = South=20 Dakota, one in Pierre (central), Rapid City (west), and Sioux = Falls=20 (east). Each team has two technicians with basic equipment. This=20 investment will provide funding to expand teams by two personnel = per team.=20 It will also provide funding to purchase explosive device response = equipment. Funding will also be used to update memorandums of=20 understanding and team policy and procedures.

These sites = face=20 other threats and hazards as well. Many times hazmat teams must = respond to=20 sites. This investment provides funding to continue training = hazmat team=20 members through the specialist level. It also provides funding to = purchase=20 CBRNE detection equipment. In addition to training and equipment = the=20 funding will be utilized to conduct exercises update plans and = memorandums=20 of understanding.

This investment will also be utilized to = provide=20 funding to SWAT teams located in South Dakota. Currently, there = are nine=20 SWAT teams operating in South Dakota. Of these nine teams only = three teams=20 have statewide jurisdiction. This funding will be used to create a = statewide memorandum of understanding for the remaining six teams. = It will=20 be used to create regional SWAT operational plans. In addition, to = planning this funding will be used to provide additional training = to team=20 members. It will also be used to conduct exercises at critical=20 infrastructure sites.

In addition to bolstering first = responder=20 response capabilities, this investment will provide funding to = secure=20 critical infrastructure and key resources sites. Funding provided = by this=20 investment will also be used to harden, devalue and to provide = back-up=20 power generation for these sites. In order to enhance = coordination, site=20 owners and operators will receive training and participate in = exercises=20 through this=20 investment.

Planning Summary: Planning = funds=20 will be used to coordinate meetings of federal, state, tribal, local, = and=20 private sector officials to promote securing critical infrastructure and = key=20 resources in South Dakota. In addition, it will provide funding to = contract data=20 entry for the implementation of ACAMS in South = Dakota.

Equipment=20 Summary: These funds will be used to purchase physical security = measures=20 including; fencing, surveillance systems, intrusion detection systems, = security=20 lighting, etc. They will also be used to enhance CBRNE/IED detection, = response,=20 mitigation and decontamination capabilities and to purchase USAR = equipment. The=20 investment provides funding to enhance bomb and SWAT team capabilities. = Funding=20 will be allocated to regional teams to provide a regionalized response = approach=20 throughout South Dakota.

Training Summary: Training = funds=20 will be used to provide hazmat technician and specialist training. It = will also=20 be used to train additional SWAT Team and bomb squad members. USAR = training will=20 be funded by training funds. Training funds will be used to provide = training to=20 CI/KR owners and operators to recognize the indicators and warnings of a = possible incident. It will also be used to train owners and operators = how to=20 integrate into the incident command systems by providing NIMS and ICS=20 training.

Exercises Summary: Exercises will be = conducted to=20 provide first responders with knowledge of CI/KR within there area prior = to an=20 incident and to provide responders with the knowledge of CBRNE/IED = responses. It=20 will also help identify planning, training, and equipment shortcomings. = Exercise=20 funds will be used to pay exercise design and evaluation expenses. They = will=20 also be used to pay overtime, backfill, and per diem expenses of those=20 participating in the exercise. Teams = will be=20 located in the same jurisdiction thus making much equipment = multi-purpose.=20 In order to meet the second challenge the Office of Homeland = Security will=20 continue to develop the relationship our office has established = with CI/KR=20 owners over the last several years. We will contiue to form = partnerships=20 to expand our protection of CI/KR within the State of South=20 Dakota.

IV. Impact - Investment #2=20

IV.A. - = Impact on=20 Identified Risk

This investment will be = successful when=20 the remaining five Tier II sites, within South Dakota are = protected and=20 hardened. The investment will be successful on the tribal and = local level=20 when 45 additional tribal and local level sites are protected and=20 hardened.

Providing first responders with the capability = to=20 respond to incidents at critical infrastructure and key resource = sites is=20 vital to containing incidents. This investment will enhance the = capability=20 of the state's 3 bomb squads to respond to incidents statewide. It = will=20 also enhance the ability of the state's 4 regional hazmat teams to = respond=20 to sites statewide. Specialized response equipment and = communications will=20 ensure these teams have the assets to provide an effective = response. In=20 order to support any response it is necessary to give site=20 owners/operators the ability to communicate with responders via = the State=20 Interoperable Communications System. This investments success will = be=20 demonstrated through exercises where site owners/operators are = able to=20 identify an incident and communicate it to first responders and = when first=20 responders demonstrate they have the capability to neutralize the = incident=20 and minimize its effects.

The following are outcomes which = indicate this investment is successful at the end of the FY 2007 = HSGP=20 period of performance:

*Enhanced hazardous materials, urban = search=20 & rescue, SWAT, and bomb response capabilities of specific = teams is=20 integrated with a regional concept to provide the entire state = with a=20 service currently not available to all.

*All team members = receive=20 specified training.

*Equipment shortfalls are recognized = and=20 funding dedicated to correct identified shortfalls.

*All = teams=20 participate with other response organizations in regional and/or = statewide=20 exercises.

*Regional Hazmat/Technical Rescue--Hazardous = materials=20 release is rapidly identified, contained, and mitigate; victims = exposed to=20 the hazard are rescued, decontaminated, and treated; the impact of = the=20 release is limited; and responders and at-risk populations are = effectively=20 protected.

*Regional Hazmat/Technical Rescue--Regional = teams have=20 the capability to coordinate and conduct urban search and rescue = response=20 efforts for all hazards including searching affected areas for = victims and=20 locating, accessing, medically stabilizing, and extricating = victims=20 trapped in damaged or collapsed structures in order to rescue the = greatest=20 number of victims, in the shortest amount of time, while = maintaining=20 rescuer safety.

*Regional SWAT--Suspects involved in = criminal=20 activities and terrorism are successfully apprehended. =

*All teams=20 are able to quickly and effectively respond to incident at = critical=20 infrastructure sites to minimize its effects and protect the life = and=20 property of South Dakotans.

*All incidents are managed = effectively=20 and efficiently through the integration of facilities, resources, = and=20 procedures using a common organizational structure that is = incident=20 command system.

*No illnesses or injury to any first = responder=20 result from a preventable exposure to secondary trauma,=20 chemical/radiological release, or physical/emotional stress after = the=20 initial incident or during decontamination and incident=20 follow-up.

IV.B. -=20 Sustainability

South Dakota will continue to use = SHSP=20 funds to train regional team members. It will also be used to = purchase=20 additional equipment. Funds will be used to conduct exercises of = regional=20 teams and public/private sector education and outreach. =

State and=20 local funds will be used to maintain equipment purchased through = this=20 investment. They will also be used to pay personnel costs = associated with=20 expanding current teams so they may provide a regional/statewide = response.=20 State and local funds will also be used to augment SHSP funds. = Critical=20 infrastructure owners are responsible for maintaining physical = security=20 measures once installed.

Additionally, jurisdictions = requesting=20 support from regional teams are responsible to pay for associated = response=20 costs to include equipment expended in support of a response. = Regional=20 Hazmat Teams are working with the State Emergency Response = Commission to=20 possibly use funds from the Petroleum Release Compensation Fund to = provide=20 funding for regional hazmat teams.

As regional response = team needs=20 continue to grow the State is committed to explore additional = funding=20 sources to support these teams. It is also important to note once = teams=20 have an established baseline the majority of funding will be used = to pay=20 for training, exercises, planning, and outreach. Regional teams = have the=20 responsibility to maintain their programs once established, thus = they have=20 taken a great responsibility for this project.

Local bomb = squads=20 in South Dakota have a Memorandum Of Understanding with the Bureau = of=20 Alcohol, Tobacco, and Firearms to pay for team deployment costs. = This=20 enables teams to provide statewide response. In addition, it = provides a=20 guaranteed funding mechanism to sustain team responses. =

The=20 private sector also recognizes the need to invest funding in these = areas.=20 It is the intent of the State of South Dakota to assist tribal and = local=20 jurisdictions and the private sector in establishing a baseline = protection=20 capability. Once sites have a base to build from it will be the=20 responsibility of the site operator or owner to sustain and make = further=20 physical security enhancements.

It is also planned for = subsequent=20 phases of this investment to require tribal and local = jurisdictions along=20 with the private sector to match award funding in order to promote = owner=20 investment in their security. This will ensure only those who are = serious=20 about protecting their assets are given awards. It also makes the = state=20 award stretch to provide funding to more sites. In the end it will = reduce=20 the amount of funding requested by the state for this=20 investment.

This investment will be used to = place=20 approximately 45 outdoor warning sirens in rural communities = throughout=20 South Dakota. These systems are capable of being activated = remotely by law=20 enforcement, fire officials, and trained weather spotters. Due to = recent=20 growth some new developments in rural South Dakota are currently = without=20 adequate warning sirens. This investment seeks to close that gap.=20

This investment will also be used to expand the SD Health = Alert=20 Network into a viable mass notification system for South Dakota. = This=20 system provides an online collaboration and multi-media alerting = platform=20 for the public health, public safety and critical incident = response=20 community. When an emergency happens, the system enables officials = and=20 first responders to be quickly notified of the crisis and = continuously=20 sent real-time situational awareness data via their office phones, = cellular phones, pagers, Blackberries, and two-way=20 radios.

I.C. - = Baseline -=20 Description

In 2007 local jurisdictions = identified a=20 need to expand outdoor warning siren capability throughout South = Dakota.=20 Funding supplied through FFY 2007 Homeland Security Grant Program = provided=20 only enough funding to complete projects in only a small portion = of the=20 state. This investment seeks to continue the work initiated in = 2007. This=20 investment provides the necessary funding to advance this project = for one=20 more year. This project will require multiple years of funding in = order to=20 keep pace with our fast growing communities.

The new=20 systems will have the capability to:

2.) Alert 1st = Responders of=20 the need to respond through specific warning tones
3.) Alert = the public=20 through public address capabilities of important public = information=20 quickly (Evacuation and Sheltering Notices)

The other portion of = this=20 investment provides funding to expand the SD Health Alert Network. = Currently the SD Dept of Health operates a system that enables = them to=20 notify public health officials of a crisis and continuously send = real-time=20 situational awareness data via their office phones, cellular = phones,=20 pagers, Blackberries, and two-way radios. This system will close a = large=20 capability gap currently patched in South Dakota with phone=20 trees.

This investment is detailed in = two areas=20 of the South Dakota State Preparedness Report. It is detailed in = National=20 Priority 2, Enhanced Regional Collaboration, and National Priority = 5,=20 Strengthen Communication Capabilities. Below are specific linkages = between=20 the State Preparedness Report (SPR) and this investment. =

Page 35=20 of the SPR identifies an emergency public information and warning=20 initiative to purchase additional outdoor warning sirens = throughout South=20 Dakota. This investment provides the funding to purchase = approximately 45=20 warning sirens in South Dakota=E2=80=99s newest developments. =

This=20 investment will significantly increase South Dakota=E2=80=99s = capability for=20 National Priority 2, Enhanced Regional Collaboration, and National = Priority 5, Strengthen Communication Capabilities. By implementing = this=20 investment South Dakota will accomplish two of it major = initiatives=20 outlined in the March 2009 South Dakota State Preparedness Report. =

This investment will provide South Dakota=E2=80=99s newest = developments=20 with the ability to effectively warn their residents and visitors = of=20 pending severe weather and other = situations.

II.B. - = Strategy -=20 Homeland Security Strategy goals and objectives

Page four of the State Homeland = Security=20 Strategy identifies the State's focus to expand regional = collaboration.=20 This investment will be implemented by utilizing the State's = homeland=20 security regional concept established in FY 2006. This investment = supports=20 the strategy by being managed by and implemented within the = framework of=20 the homeland security regional concept. Also identified on page 6 = is the=20 need to conduct regional exercises. This investment supports that = by=20 conducting a statewide exercise once sites are in place. Utilizing = exercise results the State will determine additional = needs.

Page 25=20 of the strategy calls for the enhancement of state, local, and = tribal=20 entities to detect, protect, respond to, recover from and mitigate = incidents. This investment specifically supports the protection, = recovery,=20 and mitigation aspects. By warning the public of an incident prior = to its=20 occurrence we will better be able protect their lives and = property. This=20 investment supports the recovery mission by disseminating recovery = information and re-entry information as needed.

Not only = does this=20 investment enhance interoperable communications and the ability to = notify=20 large, targeted, groups of people, but it also increases regional=20 collaboration. The State Strategy discusses expanded regional=20 collaboration on pages 4, 15, and 16. In addition this investment = will be=20 implemented utilizing the regional concept established in 2006. = This=20 concept groups approximately 10 counties into a region. The warning siren portion of this = investment will be considered a success when all areas without = coverage=20 are provided the necessary systems to provide coverage. This will = ensure=20 the public receives prompt, accurate, and useful information = regarding=20 threats to their health, safety and property, and receive clear = consistent=20 information. This system coupled with the advanced information = received=20 from trained weather spotters and the National Weather Service = will give=20 the public advanced warning of impending severe weather. The = system will=20 be successful when it is activated and the public is able to take = the=20 necessary protective measures to protect their lives and property. = This=20 system has additional advantages over other systems in the fact = that it=20 can be used as a public address system as well as a warning siren = system.=20 This will give tribal and local jurisdictions the ability to = provide=20 important public information. This gives them the ability to = address and=20 provide detailed instructions to mass gatherings. It can provide = detailed=20 evacuation information to lessen the confusion experienced by out = of town=20 visitors. This system will be successful when affected and at risk = populations are safely sheltered-in-place and/or relocated to safe = refugee=20 areas. Many small or rural jurisdictions within South Dakota rely = on their=20 warning siren to alert emergency medical services and fire = services within=20 their communities for the need to respond. Once at the station = responders=20 are able to gather incident information and provide an effective = response.=20 This system will be used to provide notification to those first=20 responders. This investment will aid local and tribal jurisdiction = in=20 reassessing their warning capability and to identify future areas = of=20 expansion. Previous years assessments identified a need for = approximately=20 100 outdoor warning sirens. This investment will provide funding = to close=20 the gap.

IV.B. -=20 Sustainability

This warning siren portion of = this=20 investment is scalable. Depending on the amount of funding secured = this=20 investment may take part in three phases. Phase 1 consists of = providing=20 coverage to areas without coverage. Phase 2 consists of providing = coverage=20 to those areas with limited coverage. Phase 3 consists of = replacing=20 outdated and incompatible systems. These outdoor warning sirens = have=20 typically lasted for 15-20 years once in place. Maintenance and = updates=20 once installed are the responsibility of the tribal or local = jurisdiction.=20 In most cases tribal and local jurisdictions coordinate with the = private=20 sector, specifically the energy industry, for the free = installation of the=20 system. The energy industry has traditionally provided the = structure,=20 power poles, to mount the system on at no cost to the = jurisdiction. This=20 partnership is long-standing and provides a mechanism for the = industry to=20 provide an additional service to their customers at no charge. = Once in=20 place the sirens require minimal costs and will be supplied by the = tribal=20 or local jurisdiction. Additionally, exercises conducted locally = of the=20 system require little coordination and will be completed on a = jurisdiction=20 by jurisdiction basis. It is assumed we will not be able to finish = this=20 project with funding secured in the FY 2009 HSGP. It is the intent = of the=20 state to submit an investment for this project in subsequent = years.=20 Funding secured in subsequent years will be utilized to carry out=20 additional phases of the project and to provide coverage to areas=20 identified in subsequent years by exercises. As South Dakota = continues to=20 grow there will be areas in future years which do not have = coverage. Areas=20 without coverage will continue to remain the top priority of this=20 project.

In FFY 2007 funding was provided = through=20 the Homeland Security Grant Program to implement a mobile data = terminal=20 pilot project. Over the course of the last year additional tests = of the=20 project have been completed and the results have been very = positive.=20 Because of this, the mobile data terminal project will be expanded = throughout South Dakota.

This investment provides the = necessary=20 funding to purchase new mobile data terminals and other = information=20 technology equipment, pay associated network access fees, and to = purchase=20 external modems and wireless connectivity cards for state and = local first=20 responders.

By completing this investment jurisdictions = will be=20 able to complete accident forms from their vehicles. They will not = have to=20 return to their offices/stations. Law enforcement will be able to = run=20 license plate checks without over taxing the state radio system. = This=20 investment will move South Dakota=E2=80=99s first responders into = the 21st=20 century.

This investment is a = continuation of=20 last year=E2=80=99s mobile data terminal investment. In FFY 2007 = South Dakota=20 completed a pilot project to test the feasibility and reliability = of a=20 mobile data network using existing private sector infrastructure, = cellular=20 phone networks.

Local and state agencies have identified = many gaps=20 to be addressed by this investment. They = include:
=E2=80=A2Inability to receive=20 data communications while in their vehicles. Currently they rely = on=20 dispatchers to forward important information over the radio. They = also=20 return to their offices/stations to get updates.
=E2=80=A2Some = have computers=20 in their vehicle, but no ability to communicate wirelessly with = it. It is=20 simply used as a laptop, not a mobile data = terminal.
=E2=80=A2Currently=20 responders must return to their stations to complete accident = reports.=20 This, specifically for law enforcement, hinders their ability to = remain a=20 public presence.
=E2=80=A2Some agencies have attempted to = complete similar=20 projects using the state=E2=80=99s digital radio network, but they = have not been=20 successful. The state=E2=80=99s system was designed as a voice = system and was=20 overwhelmed by the amount of additional traffic imposed by mobile = data=20 terminals.

By implementing this project we will be able=20 to:
=E2=80=A2Provide immediate information to first responders = throughout South=20 Dakota. This investment provides access to the South Dakota Fusion = Center,=20 South Dakota Law Enforcement Information Network, and the teletype = system.=20
=E2=80=A2First responders will have the ability to remain on = patrol to=20 complete various reports including accident/incident reports. This = increases the amount of time responders spend on patrol during = their shift=20 and reduces the amount of time spent completing administrative = tasks in=20 office settings.
=E2=80=A2By utilizing private sector cellular = networks South=20 Dakota is able to reduce the amount of stress put on the state = radio=20 system.
=E2=80=A2This system will also create efficiencies in = dispatch centers=20 allowing them to focus their time in critical areas. Rather than = radioing=20 in a license plate or person=E2=80=99s name responders can = complete these tasks on=20 their own using their mobile data terminals.
=E2=80=A2In = addition this=20 investment networks with other project completed in previous year = such as=20 license plate readers and dash mounted recording devices. It also = has the=20 potential to be integrated with the state=E2=80=99s automated = finger print=20 identification = system.

II. Strategy - Investment = #4=20

II.A. - = Strategy -=20 State Preparedness Report

This investment supports = multiple=20 disciplines at multiple agencies throughout South Dakota. It will = be used=20 to support the four newly created regional response teams. This = will help=20 accomplish South Dakota=E2=80=99s first target for intra-state = regional=20 collaboration (pg 4). The teams will be outfitted with mobile data = terminals to ensure continuity of communications throughout South = Dakota.=20 This will also give them mobile access to the state emergency = operations=20 center.

In 2007 the state completed an upgrade to our = automated=20 fingerprint identification system. With our upgrade complete we = can move=20 forward with providing mobile access to our law enforcement = partners in=20 the field. In order to move forward with this we must first = complete this=20 mobile data terminal project. Once this project is complete we can = move=20 forward in subsequent years to install mobile two-finger print = readers in=20 units with mobile data terminal capability (pg 32). It will also = dovetail=20 nicely with our recent upgrade to computer aided dispatch. = Jurisdictions=20 at all levels are reviewing the feasibility to, in future years; = connect=20 automatic vehicle locater technology through mobile data terminals = back to=20 the computer aided dispatch systems.

In some cases = jurisdictions=20 were utilizing mobile data terminals as laptops in their units. = This is=20 not their intended purpose, but until recently South Dakota did = not have a=20 system in place to accommodate a large number of mobile data = terminal=20 users. Since the private sector has completed upgrades to their=20 infrastructure in South Dakota we can now move forward with = implementing=20 our wireless MDT project. This will help us accomplish target = three of our=20 communications capability (pg 35).

This investment has the = ability=20 to support nearly every national priority outlined in the South = Dakota=20 State Preparedness Report. Some individual areas may not = specifically=20 reference the mobile data project directly, but it is vital to=20 establishing a well rounded communications system and response = structure.=20 Communications is essential to every=20 capability.

In the event of = a large=20 scale incident it is vital that our voice communications system = operate=20 well. In order to ensure continuity of our voice system as much=20 information as possible needs to be sent over through the mobile = data=20 terminal system.

Objective: Enhance interoperable = communication=20 capabilities used by federal, state, tribal, local governments, = and the=20 private sector (pg 16).

This investment supports the goal = of=20 enhancing interoperable communication capabilities used by all=20 stakeholders in South Dakota. By utilizing the expanded cellular = network=20 available in South Dakota we are able to keep the State Radio = system for=20 voice only communication. In order for new users to use the system = they=20 must have equipment which is compatible with the system. This = requires the=20 purchase of many new pieces of equipment which are detailed in the = funding=20 portion of the investment.

Objective: Identify available = funding=20 sources, and procure identified equipment and supporting systems = to=20 enhance interoperable communications using available funds (pg = 16).=20

In order for this system to be successful and utilized by = all=20 first responder and service agencies in South Dakota we must = purchase=20 additional equipment to provide access to the system. This = includes new=20 mobile data terminals, modems, wireless cards, etc.

This = investment=20 supports the State Strategy for enhancing interoperable = communications by=20 providing responders with the capability to transmit and receive = data=20 without over taxing the State Radio system, which is used for = voice=20 communication. This also investment also takes advantage of = existing=20 cellular infrastructure, thus reducing costs to=20 stakeholders.

Measurable Outcomes
Each = device in=20 operation on the network will have an assigned IP address. Each = query to=20 the different databases is logged by the IP address of the unit = accessing=20 that database, so validation of the use of the network is = confirmed with=20 easily generated reports by the Control Terminal Officer for the=20 state.

Successful implementation of the system will be = confirmed=20 by:

* Number of queries posted to the different = databases.
*=20 Subsequent efficiencies such as on-line court date confirmation, = real-time=20 accident reports, shift reports, and other daily duties that were=20 previously filed in paper form, or required the officer to be in = an office=20 setting.
* Law Enforcement officers and other first responders = in the=20 field have the ability to quickly receive intelligence and = information=20 updates and also to provide intelligence and information to the = South=20 Dakota Fusion Center.
* Reduction in the number of license = plate=20 checks completed by law enforcement officers over the radio = system.

IV.B. -=20 Sustainability

This investment will be an = ongoing=20 investment to bring new users onto a common system. Consistent = with the=20 current approach the equipment will be purchased and the first two = and a=20 half years reoccurring network costs will be paid through homeland = security grant funds for new users/equipment.

Agencies = will=20 provide all funding for the recurring network costs after the = initial two=20 and a half year period. Agencies will not be allowed to = participate in the=20 investment unless they agree in advance to continue to fund = ongoing=20 network costs with other funds.

A three year maintenance = agreement=20 is part of the initial purchase. Once the initial maintenance = agreement is=20 expired it is the responsibility of receiving jurisdictions to = maintain=20 the equipment to meet operational standards.

The Office of = Homeland Security conducts monitoring visits to ensure the = equipment=20 remains in operational condition. The primary purpose of this = investment=20 is to establish additional capability in South Dakota. The initial = purchase is too large for many agencies to make. However; they can = afford=20 the low cost of maintaining the capability. This investment = provides the=20 seed money necessary to accomplish the project and the receiving = entities=20 provide the necessary funding to sustain the=20 project.

This investment relates to = multi-state=20 cooperation to enhance intelligence (intel) and information (info) = integration of Fusion Centers in North Dakota, South Dakota, = Montana and=20 Minnesota. Its collective mission is the establishment of a = collaborative=20 communication (comm.) environment supplemented through the = application of=20 web based systems for the sharing of intel and info through the: = a)=20 coordination of Fusion Center intel and info comm. in 4 states, b) = development of a 4-state Governance Structure, Memorandum of = Understanding=20 on intel sharing, and uniform analytical measuring system, c) = timely=20 acquisition and integration of intel sharing tools, WebEOC, and = sharing of=20 special events info, and d) establishment of common intel and info = protocols. =C2=B6 Steps completed prior to application include the = investigation of the utility cost of software application = additional users=20 and the development of a draft governance structure for=20 intel.

I.C. - = Baseline -=20 Description

This investment fulfills Info = and Intel=20 capabilities gaps to Homeland Security partners. Intel gathering = and=20 dissemination is currently being compiled and disseminated through = a=20 series of comm. venues to local, tribal, state and federal = partners. What=20 is needed is a common technical and operating procedure to share = intel=20 regionally among the four states and their federal partners. The=20 investment fills this gap through the purchase and operational = capability=20 of secure intel software. Currently the only mechanism to report=20 situational info among state, federal, local and tribal = international law=20 enforcement and private enterprise is the Homeland Security = Intelligence=20 Network. This system does not facilitate regional info flow on a = timely=20 basis. The investment incorporates the purchase of a secure = web-based info=20 sharing system for timely info sharing utilizing WebEOC. The = adoption and=20 implementation of uniform reporting and comm. will be a major step = in=20 fulfilling increased demand for intel and info sharing. A 4-state=20 conference of Fusion Center staff examined needs and gaps in = current=20 capability. That discussion examined a series of topical items. = The=20 building of an info sharing system was chosen as the primary need. = Alternatives to the investment include increased use of email and = phone=20 which are not feasible since they do not accommodate an = interactive mode=20 of secure=20 communication.

II. Strategy - Investment = #5=20

II.A. - = Strategy -=20 State Preparedness Report

Strengthen Information Sharing = and=20 Collaboration Capabilities

The State of South Dakota = developed an=20 Intelligence Analysis Fusion Center in 2007. This center was made = up of=20 personnel from the SD Highway Patrol who worked with the = Department=20 Secretariat, Office of Homeland Security Director, and other state = and=20 federal agents to disseminate intelligence information to = appropriate=20 agencies, law enforcement, private sector assets, and the Governor = of=20 South Dakota.

It was determined that the coordination of = and=20 dissemination of information would be more timely if the fusion = center=20 staff were moved to the Joint Terrorism Task Force (JTTF) location = in=20 Sioux Falls. The JTTF facility is currently in place and is the = location=20 where federal and state agency law enforcement share and = disseminate=20 intelligence information.

The Fusion Center relocation = will=20 require additional equipment and software to ensure secure = information=20 systems are in place within the JTTF location. The Fusion Center = personnel=20 will be positioned in a manner in which intelligence can be = immediately=20 evaluated and disseminated to the various law enforcement = personnel=20 throughout the state. In addition, vital intelligence as it = relates to the=20 various sectors, whether it is private sector critical = infrastructure such=20 as utility facilities or federal, state, or county operated = facilities,=20 information will be shared and notifications made in a timely = manner in=20 order to protect the sites and the citizens of South Dakota. The = close=20 proximity to receive, integrate, and analyze information and = intelligence=20 will close communication gaps that could slow down any prevention = or=20 response to a terrorist attack.

In order to create a = redundancy,=20 the current fusion center office located within the State = Emergency=20 Operations Center will be maintained. Maintaining this facility = also=20 allows for a secure location for the Governor and various = department=20 cabinet members to receive, discuss, and make decisions related to = the=20 intelligence gathered.

Staff within the Fusion Center will = continue to work with surrounding states to share information and = trends.=20 South Dakota must be able to communicate with other state, local, = and=20 federal agencies in order to pass along secure critical = information and=20 intelligence.

South Dakota will continue to utilize the = HSOC and=20 HSIN systems to acquire intelligence. Enhancement within these = systems may=20 be needed to ensure timely communications. In addition, the = interoperable=20 communications state initiative also allows for immediate = information=20 dissemination, via a digital radio system, to state and local law=20 enforcement agents.

The implementation of the State Fusion = Center=20 within the JTTF in Sioux Falls and necessary interoperability = system=20 enhancements will ensure state and local law enforcement agencies = are=20 receiving and acting upon the appropriate information in a timely = manner.=20 These systems also allow the agencies to communicate with one = another=20 while investigating or responding to a potential terrorist threat = or=20 natural hazard emergency. The linking of the local, state and = federal=20 agencies for information sharing is a critical objective of this = State=20 Strategy and is vital to ensuring the safety of the citizens of = South=20 Dakota.

II.B. - = Strategy -=20 Homeland Security Strategy goals and objectives

This investment specifically = addresses=20 the capability of the State's ability to gather information in a = standard=20 format from local jurisdictions and disseminate to necessary = stakeholders=20 within the State, Region, and Country. It also addresses = shortfalls in the=20 analytical process at the State level. These needs must be = addressed in=20 order to meet the goals and objectives identified in the State = Homeland=20 Security Strategy, which include:

GOAL: Promote and = enhance=20 security, intelligence, and equipment at critical infrastructure = sites at=20 all levels of government and the private sector within South = Dakota to=20 prevent, protect, prepare, respond, and recover from a CBRNE = incident or=20 other incidents.

GOAL: Expand Regional=20 Collaboration

OBJECTIVE 3: Strengthen Information = Sharing &=20 Collaboration Capabilities (pg 17)

Step: Establish a State = Fusion=20 Center Oversight Committee to ensure proper efficiencies and = leveraging=20 opportunities are examined by July 2010.

Step: Enhance the = Homeland=20 Security Information Netowrk system with linkage to the State = Fusion=20 Information Center and statewide Homeland Security=20 stakeholders.

*Providing standard reporting requirements throughout = the=20 region.

*It also provides the necessary system to enhance = the=20 capability of local and tribal jurisdictions to provide relevant=20 intelligence and information to the State level for analysis and=20 dissemination to appropriate stakeholders. By utilizing a standard = reporting and dissemination system in the region we will be able = inform=20 surrounding states directly and immediately of impending three = situations.=20 This information will also be provided to the National Operations = Center=20 through the HSIN.

* This investment is the definition of = regional=20 collaboration. This project not only enhances collaboration and=20 standardization efforts within each partner state, but fosters a=20 partnership of teamwork and innovation among 4 states, 3 of which = when=20 combined make up the majority of our nations northern border with = Canada.=20 This project also has international implications as it will be = expanded to=20 provide Canadian officials with vital information and intelligence = and=20 provide the partner states with information and intelligence from = Canadian=20 officials.

Planning Summary: = Planning funds=20 will be used to pay for contractual services expenses incurred while = updating=20 the South Dakota Fusion Center Operations Plan. In addition to these two = expenses the planning funds will also be used to finance regional = planning=20 meetings to enhance efforts amon the 4 states fusion centers and plan = further=20 expansion of the project.

Organization Summary: = Organization=20 fudns will be used to hire staff to provide analyticla support to the = South=20 Dakota Fusion Center.

Equipment Summary: Equipment = funds=20 will be used to purchase WEB server, intelligence software, = connectivity, WEB=20 EOC maintenance and other equipment necessary to operate the South = Dakota Fusion=20 Center.

Training Summary: The training fudns will be = used to=20 train new analytical staff up to DHS mandated standards. It will also be = used=20 for WEB EOC training. WEB EOC training will be instituted for all = Homeland=20 Security partners including bu not limited to law enforcement, emergency = management, infraguard etc.

Exercises Summary: = Exercise=20 funds will be utilized for South Dakota's participation in a table top = exercise=20 in cooperation with North Dakota, Montana, and Minnesota. Output: The = purchase installation and utilization of WEB EOC and intelligence=20 gathering software by cooperating states.

Sustainability of the investment = is both=20 fiscal and programmatic. From a program perspective the current=20 multi-state Fusion Center coordination activities will be = sustained=20 through facilitation and rotation of regional = meetings.

Fiscal=20 sustainability will include the exploration of a =E2=80=9Cuser = fee=E2=80=9D concept and a=20 registration fee to sustain the analysts. The FY 2009 Citizen Corps Grant = funding=20 will be used specifically to enhance the sheltering capability, = enhance=20 capabilities of existing community emergency response teams = (CERT)and=20 local and tribal citizen corps councils, and establish new = community=20 emergency response teams (CERT) and local and tribal citizen corps = councils. The Volunteer in Police Service (VIPS) program, a = Citizen Corps=20 partner program will also be expanded and enhanced with FY 2007=20 funds.

I.C. - = Baseline -=20 Description

There are currently 23 active = Citizen=20 Corps councils in South Dakota. Through the FY 2007 Citizen Corps = grant=20 program the number of councils will be expanded by 4 to 27. It is = the=20 State's intent to help organize a Citizen Corps Council in 2 = tribal=20 jurisdictions and 2 local jurisdictions. The most popular citizen = corps=20 program is CERT with 20 CERT Teams currently operating within = South=20 Dakota. Also operating in South Dakota is 8 Volunteer in Police = Service=20 (VIPS) programs. With funding secured through the FY 2009 Citizen = Corps=20 grant the state's goal is to establish 3-5 new CERT Teams and 1-3 = new VIPS=20 programs.

Shelters will be provided with the ability to=20 communicate on the State Interoperable Communications System. = Funding=20 generated from this investment will also be used to provide for = the basic=20 needs of new shelters and replace stocks used in recent sheltering = operations. The Winter Ice Storm of 2005 and the March 2007 = Blizzard=20 identified the need for the State to develop regional sheltering=20 capabilities. This will be done by purchasing mobile shelter kits. = Two of=20 these mobile kits will be located in each of the 8 homeland = security=20 regions with the ability to deploy throughout South Dakota and = surrounding=20 States. These kits will be self contained within an enclosed = trailer and=20 provide supplies to shelter approximately 100=20 people.

The State Homeland Security = Strategy=20 commits the State to acquire and distribute funding necessary to = support=20 local entities with planning, training, exercises, organizational, = and=20 equipment needs (p 1). This investment provides local CERT Teams = and VIPS=20 programs with the necessary funding to purchase equipment and = conduct=20 training to enhance capabilities at the local level. It also = provides the=20 funding necessary to test capabilities through = exercises.

GOAL:=20 Ensure all jurisdictions within South Dakota can detect, deter, = mitigate,=20 respond to, and recover from a
natural or manmade disaster (p=20 15).

STEP: Create homeland security funding regions (p=20 15).

Training Summary: Training funds = will be=20 used to pay for instructors and allowable classroom materials. It will = also be=20 used to pay for volunteer travel and per diem expenses to attend = authorized=20 training classes. Additional training will be put on statewide to train=20 volunteers in shelter management.

Exercises Summary: = An=20 exercise to test sheltering operations and CERT/VIPS capability will be=20 conducted during the FY 2009 period of performance. These funds will be = used to=20 pay for exercise design and evaluation, exercise supplies, consultant = support,=20 and travel. Accomplishment 1:	Sheltering = capabilities increase across the state
	Milestones:	Receive HLS = funding and=20 award funds to sub-grantees. Regional emergency managers will = identify=20 gaps in shelterig capabilities within their region and use the = funds to=20 close those gaps.
	Challenges:	Lack of = funding to fully=20 complete the project.
Accomplishment 2:	Conduct a = full scale=20 excersice to test capabilities of volunteer teams.
	Milestones:	State Citizen = Corps=20 program administrator works with staff and tribal/local citizen = corps to=20 include CERT and VIPS teams in a full scale exercise.

III.C. - = Challenge=20 Mitigation

To mitigate the first challenge = the=20 South Dakota Office of Homeland Security as realized that this is = a=20 scalable project that can be completed with grant funding from = future=20 years. To mitigate the second challenge, the South Dakota Office = of=20 Homeland Security will work closely with the exercise designers to = ensure=20 the exercise will be scheduled on a weekend so volunteers will not = have to=20 take vacation to participate. Volunteers will also be paid per = diem and=20 lodging.

IV. Impact - Investment #6=20

IV.A. - = Impact on=20 Identified Risk

The state will focus primarily = on the=20 development of 2 Tribal Citizen Corps Councils. Currently only 1 = Tribal=20 Citizen Corps Council exists. By expanding to 3 councils in tribal = jurisdictions 33% of tribes will be participating. The long range = plan for=20 the expansion of Tribal Citizen Corps Councils is to have all 9 = tribal=20 jurisdictions participate in the program through the regional = homeland=20 security concept. The expansion will also allow for the creation = of CERT=20 Teams and VIPS programs in these jurisdictions. During the period = of=20 performance it is the state's goal to expand the CERT Teams by 3-5 = teams=20 and the VIPS program by 1-3 programs. The expansion of CERT and = VIPS will=20 not be limited to newly participating jurisdictions. The = capability of=20 currently participating jurisdictions will be expanded by = enhancing=20 current programs and creating additional teams and programs in = their=20 areas. The FY 2009 Citizen Corps program will also focus on = community=20 preparedness. Local jurisdictions will use the funding to enhance = the=20 capability of shelters. These shelters have been widely used = during large=20 inclement weather incidents. They are also used to house evacuees = from=20 other jurisdictions. This investment will be considered a success = on the=20 state level when ten shelters have been enhanced. With continued = funding=20 this will remain a top priority of the Citizen Corps Program. = Establishing=20 a mobile sheltering capability to provide seven mobile shelters to = local=20 jurisdictions for statewide deployment will demonstrate the = success of=20 this investment. The deployment of mobile sheltering units within = South=20 Dakota will be the final success of this portion of the = investment.=20 Ultimately this investment will be a success when the public is = educated=20 in the four mission areas of preparedness; citizens are trained in = life=20 saving first aid, response skills, and surge capacity roles; and = citizens=20 participate in exercises, volunteer programs, and surge capacity=20 support.

IV.B. -=20 Sustainability

This program will be sustained = by the=20 Citizen Corps Grant Program. In addition thousands of hours of = volunteer=20 time also sustain the Citizen Corps Program. Volunteers donate = time,=20 materials, and technical skills to enhance the capability of these = programs at the local level. In order to sustain interest and = recruit new=20 participants, additional training is being offered in volunteers=20 hometowns. Volunteers are able to complete this training after = normal=20 business hours and weekends. Flexibility is the key to the success = of this=20 program. The Emergency Management Performance Grant Program will = be used=20 to re-stock supplies as they are expended. It will also be used to = pay for=20 additional training and exercises to prepare for the deployment of = mobile=20 sheltering units. Additional funding for training and exercises = are=20 available through the State Training and Exercise program. These = funds=20 will be used to supplement the limited amount of Citizen Corps = funding.=20 Training and exercises are important to volunteers as it gives = them an=20 opportunity to enhance their skills and demonstrate their = knowledge to=20 community leaders. This creates buy in from senior and executive=20 leadership at the local levels of government. It also gives = leaders and=20 executives a tool to deploy in times of emergency and preplanned=20 events.
