Volunteer Organizations Active in Disaster (VOAD)
For effective disaster management, a statewide network of organizations and agencies is needed to coordinate efforts and respond quickly.
South Dakota Volunteer Organizations Active in Disaster (SD VOAD) consists of organizations active in disaster response and recovery throughout the state of South Dakota. This umbrella organization fosters relationships between existing agencies that maintain their own identity and independence to improve services and eliminate duplication of services.
The South Dakota Voluntary Agency Liaison (VAL) coordinates response and recovery efforts between the Office of Emergency Management and VOAD to foster effective service to the people of South Dakota through:

- Cooperation
- Collaboration
- Outreach
- Advocacy
The SD VOAD also works with non-government organizations and private industry partners to offer assistance to individuals rebuilding their lives following a disaster. Individuals, families and communities affected by disaster may receive assistance from a variety of organizations for temporary shelter, food, pet housing, debris clean up and more.
The SD VAL works closely with the Federal Emergency Management Agency (FEMA) to prevent duplication of effort and to promote effective distribution of resources in time of emergency.
